They called him Doctor Upgrade, a man who could get anything which could increase the power of any other villain. Whether it was a superpower, a scientific device or a mystical artifact... he had what a person could use to increase their powers for a low price. Each one carefully blended to work with their themes and gimmicks. No questions asked.

 Why would he do this? Because of the nature of the merchandise he was selling. See, the good Doctor was a pervert but more exactly a voyeur. He had devices which could pick up the people who used his produces as well as those who the products had been used on. The merchandise also had a unseen side effect on user and usee which cause sexual events to occur when using them.

 So he sat in his shop and waited for the villains to come in. Thin arms and legs, fat body and head. Spider-like in appearance with a jet black suit with a black bowtie. Pale skin and deep blue eyes with white hair. He waited for his customer and his chance to get his jollies.
