Santa loaded the ray in his sleigh, with a special added component. A specialized 'perception filter', which should allow for those hit with the love ray to be accepted as normal... along with their new lives with their mate. And those other hit by the
ray who are part of their mates harem.
'All I had to do to get that was give all of the incarnations of the Time Lord known as the Doctor, one happy Christmas with all the people he loves without a deadly disaster.
Now the mission. The Doctor is not the only person to save the world constantly. Heroes through out the multiverse have. They need to be rewarded and what greater reward then love. Even if it's a little heavy handed.
So the beam hits the woman, who becomes a hyper-sexualized (or in layman's term kinky) version of themselves. The woman or women have the power to charm the most well defended of hearts. Looking at you, Batman. The perception filter makes it all normal for
everyone involved. It also removed all diseases and genetic problems, making them super-health. As well as give them control over their sexual cycles, or the superpower of fertility control.. Plus Santa has a few other toys if need be to make corrections...
So the first targets are those bad girls who have trouble these nice heroes and heroines. Find them a nice partner with their archenemies. Then there are the nice heroines who want to belong to a heroic man or woman. Finally, there are all the women who do
or have loved our heroes.
