 Peter thought about what he could do with his villains.

 'Let's see.... Could turn them all into heroes instead of villains and take a load off of myself and other heroes. Could turn them all into babes with crushes on me rather then wanting to kill me, making them more like Black Cat in a couple of ways. Or give their powers to a better candidate.

 Looking at the tools... A Chimeric Template, the ability to merge more then one person into a single composite being. With the ability to alter gender and moral/ethical alignment.

 This means I can merge heroes with villains, whether male or female, and come out with female heroes. Or even villains with villains and come out with heroines.

 Or I could experiment with the villains of other heroes first?
