to be produce. These were facts which Barry played with, which resulted in a drug which cause the person to hit by it to trust anyone near them while they were under the effects. To the point they would believe anything the person told them as true, even if
it could not be true. Side effects including increased sexual arouse, increased pleasure from orgasms and milk production in women.
They had meant the drug for things like linking a hooker to her pimp or making a witness agree with the criminal's story. It had been tested on normal men and women, but not on someone with superpowers like Pandora. So he was waiting to see the effects, which
