Emma "The White Queen" Frost has been all over the moral ground in her carreer as a mutant telepath/shapeshifter. Even at her darkest she had humanity, at her lightest she had an nasty streak. Which may have cause the cosmic being to become confused at whether or not she was a villainess or not. That, or as a cosmic being who has no concept of time, it might have been confused.
