Oracle, who had been the first Batgirl before ending up crippled, kept a constant watch over the Unternet to monitor Supervillain activity and possibly prevent them from fulfilling their objectives. One could even predict a criminal's plans simply by finding out who they were recruiting for their dirty work.

And someone was planning a heist.

Why else would anyone ask for Catwoman's services? The woman, although a criminal, was no hitman. She had killed in the past, yes, but always in self-defense or out of retaliation. She did also have another type of customers, if you could afford her price.

Then again, if it was a simple robbery, they wouldn't be asking for Doctor Destiny and Hugo Strange, the combination was uncanny. They were also trying to hire Poison Ivy, Killer Frost, Cheetah, Giganta and Livewire, all heavy hitters obviously there for additional muscle. Or as a distraction.
