The tinkerer they spoke of was Paul Ranier, one of the group of genius level engineers that the world seemed filled with he was given the project....and the starting ideas...and he proved just as effective as they hoped....Lexcorp supplied the equipment and he did the rest...the problem was simple. Hypno hustler was too dependent on his mind control skills...without that he had nothing....he needed the Mercy killers that made him too large a target. And they had to be working all the time. So if someone whipped off his ear protections he would go under himself....he needed more power...and a safer method of control...with Osborns people it was easy to get the message to the Hypno hustler...and Lex managed to arrange the meet....
In a few days he emerged in his new stylish armour...roughly based on the Iron Patriot, it was listed as Hypno Hustler Mk 2. It would give flight, protection from any normal weapon, increased strength, and wrist mounted blast weapons. And ability to be independent of the outside environment for 50 hours. The helmet would filter out the sonic mesmeric weapon, now housed inside his armour, the optical mesmeric lenses would be hologramic projections over his eyes.....a surprise third method would be available if he got close to his target...direct Brainwave manipulation...with a system for ensuring the changes happened for a time even after the person walked out of range would be included.... As a further surprise he had a handful of 6/3 inch microdrones he could sent off under direct cybernetic control....
