Mind control is about controlling and/or altering the mind. The mind being composed of hardware with the brain and the software of the electro-magnetic pulses fired by the organic computer. In worlds where superhuman abilities are possible, the ability to control the electric pulses of the mind would be possible with either magnetic or electrical manipulation powers. Two examples: The episodes in another addventure where the villainess Livewire trains herself to shock the brain to make people do what she wants. There was also the episode of Smallville involving Kryptonite snowglobes and an MRI machine giving a kid magnetic powers. Which he used to make Lana Lang his thieving bad girl girlfriend.
